Flynn Resource Consultants Inc. (Flynn RCI) helps clients participate in important regulatory proceedings at the California Public Utilities Commission (CPUC), California Energy Commission (CEC), California Independent System Operator (CAISO) and the Federal Energy Regulatory Commission (FERC).
We identify the economic and reliability impacts of proposed rule changes for our clients and help them formulate and articulate policy positions and proposed system modifications. Since its founding as Flynn and Associates in 1987, Flynn RCI has advised consumer-owned utilities, community choice aggregators, independent power producers, large customers and developers seeking reliable energy supply at reasonable prices.
Flynn RCI has extensive experience in generating asset valuation, market design, regulatory and litigation support services, transmission grid planning, utilities resource planning and energy price risk management. We also assist in resource planning analyses and resource procurement processes, including evaluation of the economic and reliability trade-offs of proposed generation and transmission projects.

Barry Flynn, P.E.
Mr. Flynn has over 50 years’ experience in the utility industry as Director of a municipal utility, president of an alternative energy development company, transmission planning engineer for Pacific Gas & Electric Company, and owner of an energy consulting firm.
Doug Boccignone, P.E.
Mr. Boccignone has over 34 years’ experience in the energy industry, including 25 as a consultant and owner of an energy consulting firm. His prior positions include managing supply resources for a municipal utility and serving as an executive for a power marketing company.
Pushkar Wagle, PH.D.
Dr. Wagle has over 21 years’ experience in the electric utility industry. His experience includes engineering economics modeling, teaching at a university and research at an energy and environmental think tank. He advises clients on CPUC, CAISO and FERC issues, including Resource Adequacy, Integrated Resource Planning, Transmission Planning, and Congestion Revenue Rights.
Rod Maslowski, P.E.
Senior Consultant/Power Engineer
Mr. Maslowski has over 49 years’ experience in the energy industry, including 11 as a consultant. His experience includes electric distribution engineering, electric transmission planning, and electric system operations. He advises clients on transmission and distribution operations, including investigation of service reliability issues and implementation of interconnection agreements.
Mike Keller, P.E.
Mr. Keller has over 46 years’ experience in the energy industry. He managed Silicon Valley Power’s (SVP) Engineering Division and was responsible for forecasting and feasibility, capital budgeting, detailed design, and project management. He provides advice to clients on electric transmission planning and operations issues, and generation interconnection issues.
Manho Yeung, P.E.

Mr. Yeung has almost 40 years’ experience in electric system planning (generation, transmission and distribution), asset management and engineering. He advises clients on transmission and distribution matters, transmission asset management, grid reliability and generation interconnection analysis.
Sean Brannan, M.B.A.
Mr. Brannan has over 10 years’ experience in the energy industry as a consultant, as well as 2 years of experience in the financial services industry. He manages client Congestion Revenue Rights allocation and auction participation and evaluates alternative resource portfolios.
Mr. Orkin has over 13 years’ experience in the energy industry, including eight years for electric utilities on the east and west coasts. He performs transmission planning and generation interconnection studies using power flow and short-circuit modeling tools.
Mr. Wysocki has over 25 years’ experience in the Information Technology industry. He specializes in extracting useful information from large, unstructured datasets and organizing the information for detailed analysis.
